From my Japanese co-worker:
"Dattebayo" is, if you pick it up correctly, it can be anatomized 3 parts, linguistically.
"Datte"-"ba"-"yo" and it needs to add "!!", psychologically.
When "datte" is put on the head of the sentence, it means "but" or "nevertheless" itself and usually used for excuse.
But when it comes the end of the sentence, it makes another 2 meanings,
1) assertion like "after all" or "you see"
2) hearsay like "It's said that"
In this case, "datte" should be put on the end, and gives meaning of 1), and "datte-ba" add another sense, "as I told you" or "didn't I tell you?," so gives more (much) intrusive strong impression.
The end of "yo" is a kind of interjection, like same as "yoh!" in english and gives more momentum and aggression as the personality of Naruto is.
So, the writer seems that he wants to gives very strong character, wild minded, energetic, rough-and-ready and has powerful leader ship.
"Datte" is based on a provincialism in Tokyo area but it became familiar in Kansai (western) area of Japan, everybody uses it. (Especially, when young girl say that, it gives some childish and lovable feeling.)
"Dattebayo" are more colloquial expression, and have little character, I wouldn't recommend to you to use it. And it is a kind of male expression, we do not use so often.
